My understanding is that full audio/video is available within the Parliament House network, bot for obvious cost/bandwidth reasons they only make written Hansard transcripts available externally.

That said, all sessions of Parliament -- House, Senate and Committees -- are streamed live in audio and, usually, video from the Parliament House website.
