The way most ADSL services are delivered, the backhaul goes all the
way to the nearest capital city (as an ATM circuit). With this setup
there isn't any advantage to having actively cached data in regions.
Under an NBN model I can certainly see benefit in having
hosting/caching capactiy at POIs.
