What evidence do you have that they are beyond actuarial valuation? What

Considering the carnage on our roads, I'm warming to that idea. Think
how much healthier we'd be if we all had to walk everywhere. Then again,
terrorists walk too.
It's been pointed out to me that urea can be used to make explosives.
Urea can be extracted from urine. Perhaps we should consider a ban on
peeing?
