Aren't they are suggesting that your smart phone will use the local
wireless internet access point, eg, home, work, recreation haunt, that
will be distributed by the NBN?
This will allow a voice calls and data connections to evade expensive
low-bandwidth mobile phone systems. Presumably a smart app could
optimise connection on what's available, what it costs, and your
movement.
