Rick,

Even it they had given the problem much thought, I doubt if they had 
considered what new problems their solution might cause - as evidenced 
by the problem caused by introducing computers into schools - bad 
handwriting.

It's a common issue in IT, where the focus is primarily on solutions, 
not problems.
