[LINK] DBCDE consultation on universal service in an NBN world

DBCDE has just posted a discussion paper on telcos' universal service obligations (USO) once the NBN is in place. Submissions close 5 November 2010.

I'm a bit concerned that the Department is requiring a name and an email address and a "name of organisation" before they'll even let you download the document. Since when, in a democracy, should merely looking at a policy document cause "the government" to record the fact? Ahem!
