This was a pilot program. I can understand some people taking a "wait and
see" approach.

What doesn't seem to be taken into context is that in order to take up one
of these plans the customer must have:

a) already been with one of the RSPs offering service in the pilot; or

b) not tied into any contracts that would prevent them churning to the NBN
