Yes. IT support for public transport is one way to increase use and thus 
lower carbon emissions.

Yes, unlike NSW <http://www.131500.com.au/plan-your-trip>, the ACT 
Government doesn't provide an online transport planner. You just get the 
timetables and route maps for individual bus services and have to plot 
your own route.

This year's ACT Budget included $12.5M for a real-time bus passenger 
information system, using GPS to provide bus arrival information:

Also a smart card ticket system is planned for installation by the end 
of this year: <http://www.chiefminister.act.gov.au/media.php?v=8202>.

Hopefully a transport planner is in the works.
