[LINK] Numbering/identification systems

There have been a few postings recently re the telephone numbering 
system. There is the thread on "Fears for telephone number system" and 
the one Tony sent on "ACMA asks, do phone numbers add up?"

The "old" telephone numbering system was based upon physical devices, 
mainly because there was not much of an alternative. You would often 
ring a device and then have to ask to speak to a person.

Today there is much more of a one-to-one relationship between a number 
and a person or a number and a service (think call centre, or 
enterprise). There is also the issue of a number not referring to a 
physical device (think VoIP etc).

Looking at the ACMA posting, I get the impression that they are still 
trying to develop a numbering system that is device based, rather than 
person (or role or identity) based.

Does anyone know of any work that is being (or has been) done on using 
the individual (or role) rather than a device as the basis for a 
numbering system? And if it includes all forms of communications (voice, 
video, text, email etc)?
