Indeed it does.

This trips many bull dust detectors (perhaps we should invent a
Bayesian perpetual motion scam detector).
A big one is the choice of using non-standard terms to describe well
known processes.
Trying to cut through the guff, I *think* the hydrogen is produced
from peroxide, a viable way to get H2, but not new or lower cost.
Extraordinary claims etc...
