Book In systems do have a public safety angle - aircraft are 
not permitted, possibly post Lokerby, to take off with any 
unaccompanied luggage. I recall, being called from my seat 
on a flight from Rome circa 1985 to identify my lone 
backpack, on the baggage trolley so that it could be loaded.
