It might be urban myth but I once was told that those bad capacitors
were the result of a company knowing that someone was planning on
stealing some information about their capacitors and so they planted
false information that was then used when knock-offs were produced.

No idea if it's true but it makes a good story. I have run in to quite a
few products of the right age that did die due to faulty capacitors
however.
