Since it's a suggestion, it's not backed up with any reference. I
would say a minimum today is 1.5Mb since that is the top end of plain
ADSL (I think) for a reasonable distance from the DSLAM. The
definition of 256 has been replaced by what is on offer from the
suppliers if nothing else.

That's an arbitrary definition and could always be changed. Maybe the
guy at ABS (or whoever is collecting those statistics) who normally
thinks about those definitions was on long service leave when it was decided.
