De facto to some extent, de jure no.

They've been designed to support particular functions, are weak at 
supporting others, and are weakened if they're exploited in that 
manner.

In NSW, for example, the N.S.W. Road Transport (General) Act at s. 175 says

  "A person must not (knowing that he or she is not by law authorised 
to require its production) demand production by another person of 
that other person's driver licence".
