In the absence of a response, I'll put on record that there probably is
no proposal to replace overhead copper with underground fibre.
To the best of my knowledge, there has been no overhead copper in the
Australian domestic telecommunications network since about 1960
(disregarding the cable component of HFC). If there is any, it would be
in places where undergrounding the cable proved impractical. Would fibre
prove any more practical to underground in such situations?
For new installations, anything but underground fibre would be a waste
of resources.
