Fine. Let's not waste any more money on this issue.

What has been empirically proven is that no-pone likes to live in a
garbage dump and that garbage strewn on the front lawn of a property
results in a lower price being fetched at sale.

So...
Let's leave the trademark bran on the packet - all the easier to see
for...

The new legislation...

Any Cigarette butt, or cigarette packet found on Crown land will be
photographed in situ, with an on the spot fine issued to the
manufacturer of such garbage in the sum of $150,000 per item.

I understand from sources as diverse as the President of the United
States, the American Recording Industry Ass. that fines of 150K per item
are considered quite appropriate for companies that create software for
the purposes of consumers being able to infringe creators copyright.

Well, I consider that my country walks are severely marred by all the
empty cigarette packets.
Further the butts that I come across when taking the dog for a walk are
really quite off putting.

Let's clean up our environment 

            Ban All Butts!!!
