[LINK] Peering nation-wide

I'm writing this relaxing on a spotless white-sand beach, complete with
crystal-clear blue water and many, many coconut trees nearby. There's a
reliable and fast 5-bar wireless connection which is available virtually
everywhere in the Philippines. As mentioned before, we've now escaped for
good Australia's cost-of-living. We're now renting a new, air-conditioned
3 bedroom house for $30 a week and with food, power, water and net etc at
around $40 a week. This includes our full-time maid who is seriously over
paid, and ridiculously underworked, and who sincerely blesses us everyday
in very good english indeed for her position. Virtually this whole island
is a declared nature reserve, with serious fines for littering and a fine
uni-hospital minutes away, where I've offered to be a voluntary lecturer.

An embarrasingly good quality of life really, but expect we will cope ok.

Anyway, the reason for writing, the serious newspapers here are full of a
plan to arrange a country-wide ISP traffic peering system which of course
makes excellent sense. The two main providers agree, but, one is bitching
that the government discussion paper calls for a sixth node peering a new
government centre for free (haha). Interesting debate if any Link peering
experts care to advise this country re the best ways to peer nation-wide?
