I haven't tried it with Lulu, so I can't say for sure, but it seems a
good way to get started.

I wouldn't use OOo/LO for a webpage, but it does seem to convert to
ePub pretty well.  Especially coupled with Sigil, which is designed
for creating ePubs.  I just don't relish the idea of writing the whole
thing in Sigil, whatever that thing might be.

Calibre's whole purpose is to convert between multiple file types, not
for creating new ebooks from scratch.
