My experience, from a sample of 4 homes, is that it was a resounding success, and very well orchestrated. One of my sample homes even had a tenant move out as the forms were delivered, and picked up by the census person from the new tenant - all without any drama.

That should not happen. Boundaries are very well defined and census takers are meant to be well-briefed with goos documentation on where their area of activity is maintained. It sounds to me as though someone who is meant to be walking from home to home has split the task with someone else.

My neighbour, who is part of the census collecting team, is co-ordinating her 'patch' and reports directly to an ABS co-ordinator based in Canberra. I've no idea where America fits into this equation.
