Longer term, when the NBN is complete, I think it's only a matter of
time before the value of the RF spectrum becomes worth migrating all
FTA TV to the NBN. Might be 20 years from now though.

I would have thought there'd be a range or public ports set aside by
NBNco for nationwide broadcasting, emergency communication, and the
like.  From what you're saying, the content and service providers make
their own arrangements with regard to stream format, ports, end-user
requirements and such. Is there no network-wide plan for allocating
common ports across all RSPs?
