Sub-committees generally work on existing documents, and in
the example you site the "Australian Government Locator
Service". This is the same situation for ITIL>BS15000>ISO20000.

In the case of AS8015-2005>ISO38500-2008 the sub-committee 
(IT-030-01) did a
gap analysis and market research

to  scope and then draft the standard.
