It's not a load issue.  They are publishing 4 IP addresses for
www.egyptse.com.  Three of those are on providers that are currently
unreachable, whilst the 4th is reachable.

Your browser will get the 4 addresses in order, and then try each in turn,
with a non-trivial timeout before it moves onto the next.  So for 1/4 people
it will load immediately, whilst for the rest it will take a variable length
of time to make it's way to the one working IP.  Once your browser has got
the working IP it should stay fast as it will keep going back to that IP.
