RFC 4941 is an updated version of RFC 3041, which was released over 10 years
ago in January 2001, which in turn was based on a draft that was available
for several years beforehand.  This isn't a new feature, and is very well
implemented.  (I'm not aware of an IPv6 implementation that doesn't support
it)

If there's an issue here it's that RFC4941 is disable by default on many
OSes (Linux and OSX to name two, but not Vista/Windows 7), which technically
is what the RFC says should occur.  This does need to change, and the
RFC4941 behavior needs to become the default on all OSes like it is on
Windows.
