This was over WiFi I presume?

Most likely just JB hifi using Telstra (the ISP part, not the Phone/3G part)
as an Internet provider and using Telstras managed security/URL filtering
service to block staff/customers/etc from accessing "unwanted" sites.

This is increasing common now days, especially when companies are providing
Internet access to the public  (Google for "qantas child porn" for an
example of why)

Blocking the advertising category is probably a bit much for public systems,
but not uncommon for staff systems.
