That was intended as both statement of fact and a mildly negative 
comment. The Climate change web site says:

"Note: The legislation to implement household assistance in relation to 
the carbon price will not be exposed in draft." At: 
http://www.climatechange.gov.au/en/government/submissions/clean-energy-legislative-package.aspx

There was no explanation as to why this legislation is not being 
released, so "omission" seemed the right word.

At the moment several hundred lawyers around the world (who I provide 
comments on environmental issues to), are studying the links I provided 
to the legislation. They may have some comments I can share, in the next 
day or so.
