The Australian Government opened a "Cyber Security Operations Centre" 
(CSOC) at the Defence Signals Directorate in January last year. The 
photographs of the center are impressive:

But it is not clear what the center is actually doing 
<http://www.dsd.gov.au/infosec/csoc.htm>, or how well it is working with 
civilian agencies, such as CERT Australia in the Attorney-General's 
Department <http://www.cert.gov.au/> and the non-profit AusCERT 
<http://www.auscert.org.au/>.

Of these, AusCERT has a proven track record, whereas CERT Australia 
seems to be just a web page and CSOC just some staged PR photos.
