Isn't the writer affecting a little forgetfulness to make a story?
IIRC the critical reason for HD was to allow the incumbent FTA
broadcasters to slurp up the entire available spectrum for themselves. 

If so, we are getting more-or-less what we could have expected:
commercial decisions on tarps and revenue.
