I think you are missing the point.
Large numbers of people said, about these and other reactors, what a
seriously bad idea they were. They pointed out how the badness in this
case was compounded by having these reactors near densely populated
areas. They pointed out how foolishness was piled upon foolishness by
building these reactors in such a volatile (volcanic, earthquake-prone)
area. All these concerns were brushed aside.
Now the Japanese are managing a nuclear disaster *very much* of their
own making.
So, without for a moment feeling less than the deepest sympathy for
those whose lives have been dreadfully affected by all this, now is most
definitely the time to be saying "I told you so".
And a very good time to be angry.
