[LINK] ABR website is browser-phobic

Today I needed to use https://abr.gov.au/ .

When I login with Firefox 4 or Chrome in Win 7, it tells me that I should
use IE 5 and above or Netscape 6 and above. 

So I tried IE 9 and it gives me a mostly blank screen with a small popup at
the bottom telling me I can speed up browsing by disabling add-ons. It took
me a while to realise that the page is meant to be mostly blank and I need
to choose a navigation option.

The site fails the WCAG 2.0 AA accessibility test via Achecker.ca.

I don't like to be forced to use IE or any specific browser. On my iPad 2
and Safari, I get the same error. I don't have any other browser and haven't
checked if there is an IE app for the iPad.

What would be a good process to get government websites to allow us to use
modern, standards-compliant browsers by a certain deadline? How many other
government websites are like this?
