They don't, and they don't.

The excellent interactive "Gregs Cable Map" (http://www.cablemap.info/) shows the two
current cables landing on Australia's west coast.

JASAURUS is the older cable, owned 69% Telstra, 31% Optus.
SE-ME-WE3 has much higher capacity, but still was commissioned more than 10 years ago,
and getting capacity on it has been fairly difficult for many years.
It is owned by a consortium of many (90+) global carriers, and operated by either
SingTel from Singapore, or Tata from India, depending on which site you read.

Global Crossing doesn't appear to have an international cable of its own, and in any
case was purchased by Level 3 earlier this year.

We are overdue for a new cable between the West Coast to Asia, especially with the SKA
(if we win it) and Pathfinder projects (in any case) coming on stream.
SE-ME-WE-4 didn't come to Australia, it stopped at Singapore so the new cable will be
a perfect extension for SE-ME-WE-4.

Paul.
