Historically it's been the merchant that has worn the cost of fraudulent
transaction, on the basis that it's their responsibility to authenticate the
person they are accepting the payment from is the same as the owner of the
card.
With contactless that's a lot harder to do, as there is no signature, and
checking ID is basically defeating the purpose of it being quick.
