My wife and I each received the warning message (complete with spelling 
mistakes - insadent and resadents) at 3:23am, so I don't know about the 
4:10pm use of the system (4:10pm, being this afternoon is a bit late.)

I'd already heard of the incident on the radio at 4:40am when I read the 
message so I knew it wasn't a hoax. According to the ABC some others 
assumed it was not a real alarm and went back to sleep.

I live in Nicholls and set off early (7:30am) to get to work in Fyshwick 
before the roads clogged up. I go down Horse Park Drive, which gave a 
lovely view of the smoke to the right. I had the quickest run in to work 
this week.
