Technically, Australian consumers don't have access to broadband for Internet access at all and never have.
Unless I'm mistaken that broadband is generally considered 1 Mbit/sec and the bandwidth is synchronous.
Have you uploaded any video content lately on a typical Australian ADSL account?
Calling
ADSL broadband is one of the biggest cons the public have ever fallen
for. It's right up there with 'Unlimited' Internet accounts.
