Correction. Wrong IPA.
The IPAA, which is where this Percy Allan is from is Institute for
Public Administration Australia. I don't know a thing about them
(other than searching for IPAA at the suggestion of a fellow linker).
The IPA, the Institute of Public Affairs (gee, how could anyone
confuse them?), of John Rostrum and Chris Berg, is the Liberal party
think tank.
My apologies to IPAA (even though they seem to have the same philosophy).
Aside: Does anyone know if the Bob Carr writing about Socialism is
the new Foreign Affairs minister? There is no biographical info with
the article at all.

Note the year: Winter 1986. Sneaky on the part of the IPA to
