I was told by the Visa Aust CEO some time back that it was not 
possible to turn off the capability.

(My argument isn't that such a capability should necessarily be 
banned, provided that it's default-off, and anyone who turns it on 
provides free and informed consent to do so.  I wouldn't, but others 
would choose to take the unbounded risk, and that's their call).

But of course he didn't really mean that it couldn't be turned off, 
now did he.  He meant that he didn't intend letting the grotty public 
have the option.
