I'd read that one in the past but it doesn't specifically address Australia.
However I'd never scrolled down far enough to find the link to
http://en.wikipedia.org/wiki/Copyright_law_of_Australia but that doesn't
cover the mechanics of enforcement.

These links from Jan answer my question, specifically pages 3 + 4 of the
second PDF.

tl;dr
It's criminal when: 
- done on commercial scale, even without commercial intent 
- make, import, distribute or possess with commercial intent
- make or possess a device for reproduction of infringing copies
- advertise infringing copies
- responsible for public performance of infringing copies
