If you received this bilge from a Federal Government I'd forward it to
AGIMO and National Archives for their consideration.
At first glance, there' nothing in the guidelines to prevent agencies'
replying to mail via hard copy or PDF, though.
Perhaps there should be a guideline that requires agencies to respond to
electronic requests or emails with similarly formed accessible (ie non-PDF)
electronic formatted answers, unless there was a request to the contrary.
Since March 2012 the feds embraced electronic files under their Digital
Transition Policy.

Archives, in consultation with AGIMO and the Office of the Australian
Information Commissioner, is required to report annually for three years to
the Minister, commencing in March 2012, on the status of agencies'
information and records management practices, and advise on opportunities
