If the entrance to a building has to be accessible by wheelchair, then
stairs are effectively banned.

As with the stairs, if you have to provide accessible documents to the
public, then paper correspondence is effectively banned. In particular,
if someone writes to you by email, then there is an obligation to reply
in the same way: you don't know if they can read paper documents, but
you do know they can use email.
