I thought of another reason they would mess up. The person (a clerk 
or possibly and intern) charged with sending out correspondence 
replies doesn't know the needs of the sender because they aren't 
provided the information in the original letter. So you have said 
clerk calling people asking for an address to send paper letters to, 
adding even more to the workload.

It's an interesting example of the need for understanding the 
communication process chain in a digital age.
