I would have thought that the mobile networks would be much better targets
for disaster hardening than the copper of fibre networks, in terms of bang
for buck?
The mobile network itself is already pretty solid - for financial reasons -
and could be augmented with some standby drop-in gear at relatively low
cost.
On the users end, would it be un-Australian to request that users use sms
and minimise call time during disasters? And have a phone charge/power
system?
