If you live in the area but aren't there, there's a reasonable chance that
you may try to return sometime?  Or may have an elderly relative at home?
I guess a smart system would broadcast to anyone in the affected cells, and
also to anyone with a registered address in the area.

The old system sounds like they didn't get the "mobile" bit of "mobile
phone".  Twenty five years went missing.
