I've been wondering about the emphasis on mobile 'phones. Shouldn't we 
bear in mind that most of this island continent is a mobile 'phone black 
spot? That's particularly true of areas likely to be affected by natural 
disasters. Even more true when they _are_ so affected.

We really should be thinking beyond the 'phone system.
