We can put in a tower for half a million some time or you can put in a $750
booster unit now.

My father - who was among other things a bit of a radio radio engineer -
suggested at one time that you could do the same with a passive system
comprising a directional roof antenna with a bit of gain and a piece of
coax.  The phone would work at the end of the coax.  Never actually needed
to try it.
