Agreed, but I think he said "cars" and the problem you are referring to
is principly caused by trucks and buses which burn diesel which releases
more particulate matter than the more highly refined benzine product.

I always wondered why these vehicles (trucks) were not restricted to
after hours deliveries - as is now done in much of Europe.
There, the practice cut the pollution levels dramatically and decreased
travelling times, thereby aiding both the quality of the air and the
economy.
It also created an entire new category of worker. The Nightshift...
