My guess would be at least 50% and when the grant is approved (in the 
US university system at least) there is a substantial amount tacked 
on that goes into the University general fund that doesn't go 
directly to the project itself.

This is a bit dated, but I would be fairly sure it's accurate. It's 
from Rutgers University in New Jersey. Note slide 20. On campus 
research charges 55%, off-campus 26%, on campus training grants, 
52.1, off campus 36%. There is a budget example on slide 23.
