Almost every Paragraph (including the footnotes) makes for edge of seat,
teeth grinding, knuckle whitening  suspense. (Even the bit where Customs
can still sell the infringing goods that they confiscated as long as
they sell them without damaging the rights holders interests. HUH ???)

I'd like to see anyone explain how that one works.

One has to read the document in it's entirety to understand how the
elements have been distributed to obfuscate intent.
The content jumps all over the place. A masterpiece undoubtedly drafted
by the scriptwriters of Yes Minister.
