Doesn't seem to interfere with my ability to run 1997 released Paint
Shop Pro v5 under both Windows and Linux (via WINE).

There's a way to do cross-platform client side apps: it's called Java,
and I run those daily both on top of the Oracle JRE on WIndows and
OpenJDK 7 on Linux..

So, yes, HTML is no longer for web pages. That doesn't mean (for me)
that running apps inside a browser is even desirable or a magic
bullet. :-)
