It's probably a bit more subtle than that. Someone else did some more
detailed analysis (still trying to find it so I can pass on the URL) where
they noticed that in some slices of the data:

- IE was more popular during business hours while Chrome was more popular at
  other times.

- IE was more popular in locations with large legacy install bases of PCs.
  The more recent the rise of computer use in a location, the more likely
  that Chrome was more popular.
