Your ISP would be paying volume charges for international data but would
have near-free access to their own data and paired local data. No idea
what the rate would be but I bet it would add up to big numbers at fibre
download rates used continuously. If they don't meter, they more or less
have to choke the supply or risk running your link at a loss.
Economics say they should metered your international data and give you free
access to local and cached data, but this might be hard for punters to
understand, and respond to. Personally, I'd prefer this sort of
arrangement, but it would be harder to sell.
