True of switchgear and transformers, but sealed lines? Even insulated 
bundled conductors intended for overhead cabling operate safely 
underwater, provided joints are properly sealed.

The weak point is the hardware to which the cables connect. Underground 
cabling can reduce risk; nothing can eliminate it.
